The Democracy in Check Institute carried out a monitoring project CPI of NGOs over six months — from July to December 2023. 20 documents were produced with summaries and analyses of the sessions, identifying the main lines of argument used, in addition to an assessment of the discussion on social media and in the press (national, local, international and disinformation).
Conducted by the Senate, the hearings were attended by a wide range of members of parliament, authorities and representatives of civil society. Numerous requests were made, external inquiries were made and several institutions and individuals were heard, including members of NGOs and the federal government.
In the end, however, no evidence or indications of crimes were found that would justify any indictment. Despite the critical discourse prevalent on social media and in the press — which frequently questioned the organizations' actions —, the CPI, by not presenting formal charges, ended up reinforcing, albeit indirectly, the legitimacy of environmental and indigenous NGOs that operate in the Amazon.
